This is a city-wide initiative that aims to fill the gap in free nursery provision for the under 3s. The programme would introduce a targeted, needs/assessment-led grant related to the level of vulnerability for children categorised in Bands 1 and 2 as appropriate. • Managers of nurseries would bid for support for individual children and families via the two Early Years Service Managers – criteria need to be agreed, but support will be targeted to support the most needy families.
