Recipient Org: Description The Community Council for Somerset (CCS) delivers community development and personalised support and services for communities and people in Somerset, so they can shape their own futures, address vulnerabilities and make their place the perfect place to live; we help when others can’t, won’t, or don’t. Our vision is for “vibrant, viable and resilient Somerset communities with healthy, happy people and strong, sustainable enterprises.” Our mission is “to inspire and enable Somerset’s people, community organisations and enterprises to take action to build vibrant, viable and resilient communities.” Established in 1926 as one of the first Rural Community Councils we have maintained our focus on building social capital in communities ever since. Our local knowledge and experience is second to none and our reach into communities is unrivalled; e.g. - Our Village Agents are available to provide support for people representing around 70% of rural Somerset. - Our Community Agents and Carers Agents cover the entire County. - Around 60% of village halls in Somerset are members of our Community Buildings scheme. We believe that enabling people, community organisations and enterprises to take action for themselves is the most effective way to achieve our vision. We are about enabling and empowering them to make a difference rather than doing this to or for them. This is reflected in our values, which underpin everything we do: - giving a voice to everyone in the community; - fairness and courtesy to all; - flexible and adaptable; - transparent and accountable; - impartial, trustworthy, confidential and friendly; - adopting the highest possible standards in all that we do; - working with partners and sharing best practice; and - investing in the development and well-being of our employees. Our strategic focus is on providing services and support for: People, Places and Enterprises. The mix of services and projects within our offer and the balance between these three aspects of community support changes over time, dependent on the needs of Somerset’s communities and the funding available, but our aim is to ensure we deliver as much as we can across all three. Within this broad strategic focus, our key aims for the next 3 years are to continue to: 1. Grow our reach into, and impact for, communities across Somerset, giving particular priority to growing our offer in respect of: a. Addressing a range of health and well-being needs, including supporting hospital discharges, access to financial advice/support, reducing isolation/loneliness and social prescribing. b. Promoting equalities through outreach into and support for communities of interest. c. Identifying and addressing housing needs in rural communities. d. Encouraging entrepreneurial and community led solutions to local transport needs. e. Promoting and supporting rural enterprise (including social enterprise), employment and economic development. 2. Diversify our funding base, giving particular priority to growing sustainable income sources such as: a. Earned income from services such as consultancy that are paid for by the customer/service user. b. Longer term funding arrangements for key services, in particular our Agents’ services. 3. Strengthen our organisational capacity and capability, giving particular priority to: a. Further improvement in our marketing and communications. b. Consolidating existing, and building new, partnerships for service delivery and funding. We currently deliver a wide range of services including our flagship Village and Community Agents. Village Agents are paid, highly trained staff who work in parish clusters to bridge the gap between local people and services/support offered by statutory, voluntary or private sectors, to help find specific solutions to identified needs (often building capacity and social capital in communities so that they can implement their own solutions). They provide support for anyone, of any age and with anything; particularly enabling preventative and community focussed solutions, as well as up to date information and signpost people to appropriate services. Community Agents are a variation on Village Agents, accepting referrals from CCGs, Adult Social Care and GP practices to help people who do not qualify for their support but nonetheless need help. Both Village and Community Agents have become professional and trusted enablers/facilitators for a revival of Asset-Based Community Development that is crucial for the survival of rural communities; Other key services we provide include: - outreach into BME communities across the county to identify and support community groups that work with and in those communities so that they can make an even bigger difference to improving community cohesion and resilience; - a wealth of specialist information, advice and expertise to help communities help themselves; - support for carers across Somerset (Carers Agents); - training to help people improve their IT skills; - help for people reduce energy bills (through advice and bulk buying services); - help for communities to find funding for local projects; - support to ensure community buildings are run well (including our award-winning Hallmark Quality Standard); - support for social and community enterprises and - administration of grant funding schemes such as the Bishop Fox Educational Foundation.
