This initiative seeks to shift grantmaking power directly to local women’s organisations and services. Smallwood provides a block grant and organisations retain an agreed percentage for themselves (generally 20%) with the remainder distributed as hardship grants to individual women 18+, who are further supported by the organisation's specialist services.
