E3G Elevating Science Diplomacy & Strengthening EU Resilience (360G-Wellcome-354631_Z_26_Z)

This proposal has two elements. i) Targeted science diplomacy initiative to strengthen the integration of climate and health science into international diplomacy ahead of the 2028 Global Stocktake (GST). Led by E3G and University of Pennsylvania Perry World House, it will deliver policy-focused products and invitation-only briefing series for senior climate envoys including from the EU and UN stakeholders, translating evidence on mitigation, resilience, and the climate–health nexus into actionable diplomatic insights. It will equip policymakers with accessible, high quality scientific knowledge, test how science informs negotiation strategies, partnerships, and diplomacy priorities, and identify pathways to embed health-centered climate action into climate-focused global governance. ii) Seed funding to shape the EU Climate Resilience and Risk Management Framework while catalysing broader philanthropic engagement in European climate adaptation and resilience policy during a critical 18-month window. The project will seek to build political support for EU action on climate resilience across Brussels and key Member States, develop politically salient narratives, and mobilise actors across civil society, health, workers, business and science. The work aims to strengthen underrepresented voices in European resilience debates and to ensure that the EU framework is socially grounded, economically credible and politically durable.
