Operation Joseph (360G-cabinetoffice-G2-GA-2023071069948-24-25)

The objective of the programme is to reduce the sale of illicit vapes and the underage sale of vapes. This include vapes that are not compliant with UK regulations, products that have not been notified for sale in the UK, or legal products that are being sold illegally to people aged under 18. Also to build capacity and knowledge within Trading Standards on vaping issues, and foster closer working relationships between TS and other national enforcement agencies such as Border Force, HMRC and OPSS on this issue. This links to DHSCs Strategic Priority of Improve, protect and level up the nations health, including through reducing health disparities. Smoking disproportionately affects the most disadvantaged groups in society. Ensuring that vapes are sold legally will help to reduce the harm caused to adolescents from underage vaping, as well as supporting programmes designed to help smokers switch to vaping.
