Local Authorities require access to funding ahead of signing the Grant Funding Agreement so that they can stand up dedicated resource to work on scoping and designing their local Connect to Work programmes. The s31 grant provides LAs access to some of their funding to allow them to plan development. This reduces the risk that Connect to Work services will struggle to be mobilised from the beginning of 25/26 hampering the overall value for money of the programme.
