Families living in poverty in Azerbaijan are vulnerable to family breakdown because of a poor understanding of children's rights. The legacy of Soviet rule often means that children, especially those with disabilities, are automatically placed in state institutions rather than finding ways to remain with their families. The project aims to empower parents of disabled and disadvantaged children, and children themselves, to lobby for provision of basic services needed to prevent family breakdown.
